The design and preparation of the cyber-component to the TOPOFF 2 exercise (March 2003), the only national-level exercise mandated by Congress to biennially test the nation’s homeland security. The exercise culminated in a two-week live exercise in the states of Washington and Illinois, as well as adjacent Canadian provinces, in May 2003. TOPOFF 2, the second in the TOPOFF series, is the first national-level exercise that included an examination of cyber-related vulnerabilities, coordination, and emergency response efforts. In short, we are jointly responsible with various local and state stakeholders for designing a first-of-a-kind cyber component to an exercise with national-level focus and implications. This effort was successful and was watched closely by State Chief Information Officers, and the national cybersecurity team.
