"The Future of Terrorism: Trends and Implications”

Abstract: Hurricanes Katrina and Rita have once again poignantly highlighted the nation's vulnerability to catastrophic disasters--events well noted by both terrorists and those who seek to limit their actions. What is the future of terrorism? What trends are emerging? How do we know what constitutes success? What policy options hold promise?

Raphael Perl, Senior Terrorism Analyst with the Congressional Research Service in Washington, D.C., addresses these and other issues. Perl, the author of numerous publications on terrorism and drug policy, has testified before Congress on U.S. anti- terrorism strategy and the 9/11 Commission recommendations and the on improving the Department of State's annual global terrorism report. He is a member of the National Academies Committee on Combating Terrorism in Russia.
