"Security Solutions and Systems Thinking”

Abstract: Virtually every security problem--whether cyber-, physical-, or personnel-related--requires a systems solution rooted in risk-management fundamentals. Viable solutions must integrate diverse dimensions ranging from scientific/technological disciplines to disparate cultural and organizational traditions and imperatives. This presentation will frame this discussion in the context of homeland security and will describe both some of the key issues and ways in which universities can help foster the development of strategic solutions.

Bio: Dr. Ruth David is president and chief executive officer of Analytic Services Inc., a not-for-profit research institute serving the national security, homeland security and public safety communities. She initiated a strategic focus on homeland security in 1999 and established the ANSER Institute for Homeland Security in April 2001, positioning the corporation as a leading contributor to this emerging national mission. Today Analytic Services operates both the ANSER business units and a newly established federally funded research and development center sponsored by the U.S. Department of Homeland Security, the Homeland Security Institute.

Dr. David serves on a number of advisory bodies, including the Homeland Security Advisory Council, the National Academy of Engineering, the National Security Agency Advisory Board, and the Hertz Foundation Board of Directors.

Dr. Ruth David received her B.S. degree in Electrical Engineering from Wichita State University and an M.S. and a Ph.D. in Electrical Engineering from Stanford University.
